I've had several chips recently that were not even close to the textual description (the photographs were not very good), but I've been fortunate that I received refunds without any hassle from the seller.
I've also seen auctions where the chip is nowhere near as described, thanks to better photos.
In all my dealings eBay was of no help whatsoever, and PayPal gave me a 50% refund on a cell phone holster that was clearly not the one in the auction, and a refund on another product when the seller didn't even respond to them. All in all I'd put PayPal in the same category as eBay as far as help goes.
I think I've been doing pretty well, however, all things considered, by reading the eBay feedback. If it drops below 99.5% I'm thinking there's a problem and I read closely.
