If the club permits certain actions of some club members and does not permit the same actions of other club members, this is, by defintion, discriminaton.

You can try to paint it any color that you want, but by its stated postion, the club is in effect creating a lower class of membership by its action.

If it permitted some members to smoke and others not to smoke, then again that would be descrimination.
