My guess is there was no change in tooling between the two versions you show, Richard. The one on the left was made with properly adjusted machinery, pressure and temperature. The on on the right had temp set too low and the operator tried to compensate by increasing the pressure. Note that the die hardly penetrates the plastic chip at all, and in places the foil doesn't stick.
Obviously, varieties can be defined any way that pleases the collector, but my personal criteria include some change to the artwork, material, or some design aspect of the chip in order to make a new variety. Variations in the process are normal and can often produce a range of differences in the finished product.
The makers don't put much time and effort into producing these cheap Win Cards chips. Almost like they were made by cheap labor in the far East.
