Hiya Walt, the outfit doing the hotstamping would use a blank chip to test the stamping dye for effect, depth of stamping, appearance of foil, etc and then discard the test piece. sometimes you'll find these pieces with multiple stamps like Mark's chip. they were just thrown on the floor possibly to be swept up later.
