It turns out that the 'extortion' is the fee UPS charges for handling a package through Canada customs. They slap $25 on. Plus you get the chance to pay the duty
I have the same problem sending from here to Switzerland (non-EU) so I have to either use regular post or wait for a package so heavy that the UPS fee is more than $25 cheaper than the post office.
