I'm sure they are made with vinyl plastic, Barry. However, I have no problem using a plastic page for a chip that is mostly plastic anyway. Have never had a problem with damage to any chip with any type holder. I believe most of the hysteria is from the guys who do or have collected coins. The plasticizers are murder on siiver coins if the exposure is long enough, but I feel that has no carryover to the storage of chips. Even with coins, the damage comes after a decade or more, not from a brief exposure.
Personally, I go out of the way to buy the plastic pages for 3-ring binders that are as flexible as I can find. That means they have lots of PVC in them to make them soft, but that's OK.
