If a pic is copyrighted, then if it is used for commercial purposes (or in a manner intended to circumvent the financial interest of the copyright owner), then maybe.
The example cited would not qualify. The pic used was used as it was provided in its entirety. The person who used it, was provided the pic by the purported owner, the user had no knowledge of the full pic. No commercial act was instigated, no established interest violated, no copyright. Besides it had been used generally making it part of the mass that is the internet.
