Have you tried the Steak House over in Circus Circus? Every time my wife and I are in Vegas, we make reservations there. Fantastic Food - Awesome service, and you can't hear the casino or Circus action while in the Restaurant!!!

I'll also try your recommendation for Hugo's Cellar. My wife and I enjoyed the Italian Restaurant in the Four Queens a few years ago, yet now it is a Burger King... What a loss...
