Do we really know this to be factual, or is this what Safe Harbor (eBay) wants us to believe?
Right now I'm in the realm of Von's commentary. His scenario has strong indications of shilling, but to his knowledge, nothing happened.
I cannot see eBay ever getting back to anyone saying something along the lines of, "Yes, your complaint of shill bidding was found to be true."
And if their policy is not never respond to the person filling the complaint, then this new policy will only result in more complaints of the appearance of shill bidding because there will be less evidence available to more accurately identify shill bidding and we apt to complain quicker.
But again, if they don't reply back to a complaint (founded or un-founded) then we are just ... (fill-in the blank).
However, I don't know about other areas of eBay, but I'm sure glad to be able to deal with a population of buyers and sellers that for the most part are "bonded" by the Club's (*cc*) Code of Ethics!
