Hi Bob - This was always a problem with Marc-André in Liege, Belgium. He would never get his magazine because it was returned. Finally, after Marc-Abdré pleaded with the club to look into this, they learned the magazine was being sent bulk rate which of course is not permitted outside of the USA.

For seveal years after, his magazine was sent to me and I would then forward it straight away onto Belgium. It would cost about US$7.-- each mailing.
