Higher Priced does not mean better, most attorney's charge more, few are better.
the 1 per customer issue would not be a violation of a statute (civil suit maybe). There is another big difference; a "reasonably prudent person" would not necessarily regard the use of multiple coupons as improper (one may presume that is means one per sutomer at a time), however the reasonable man standard would kick in when you buy a hot dog, that does not mean two. If a violation of the criminal code occurs, and it is not reported than that is a violation of the law. If you as a policy allow, than it must be allowed for all.
There is no such thing as a true at will employee. You cannot fire for a whole variety of things (race, religion, gender, complaint of sexual harassment etc).
