Many times, the "out-of-line" shipping charges come from a seller who does not routinely deal in chips. Often, they will have the USPS Priority cost up there as the shipping charge. I usually will send a polite email saying something like, "Hey, I really want to bid on your chip but I have a bit of a problem paying the $4+ shipping charge. Any chance you can ship via a more inexpensive method?" More often than not, I get a positive response.

For the few sellers out there who routinely over-charge on the shipping, I just calculate the costs in determining the max total I am willing to pay.
