I just pulled out the book to see how their grading system works, and see that what they call MS-95 could have quite a bit of wear. When I enter a chip like this into my database, it gets classifed as "Used". My other two classifications are "New" and "Worn".
I find this "MS" label to be confusing though. I would think that being labeled "Mint State" would mean that it is an uncirculated chip, absolutely no wear at all, and the only reason for detractions from a perfect 100 would be bad inlay alignment, bad color registration or damage of some sort not related to use. Labeling a chip that has been used as MS anything is misleading.
