It is not uncommon for higher value obsolete chips to sell below face value. I have bought some $100 chips for $10. Obviously it would be rare for a chip to sell below face when it is still redeemable at the cage.

Since the Dunes is gone you can not redeem the chip at the cage. Hope that helps.
