Most internet service providers allow you some space on the web so you can create a web page. Contact them and get information on how to upload your web pages there and then how to access the site once the web pages have been uploaded.

If they don't offer you this space, then there are several other places that will give you a small amount of space for free, the only drawback being that they will display advertising on your site.
