I don't remember all the particulars, but back when Stupak decided to build the tower he raised money by getting people to buy a certain number of his vacation packages in advance. If you did so you became a member of the Stratosphere Club and were to get free rides up the tower, etc. Members who paid enough got their name engraved on a wall that is still there I think.

It didn't work out too well and when the Stratosphere first openend I think they were buying out peoples vacations. Like I said, I don't remember all the particlulars and no, my name isn't of the wall.
