No and no.
The chip is an INLAID (providing it's not some new-type recent manufacture) according to Dale Saymour's "Antique Gambling Chips." Meaning it is NOT a Crest and Seal as defined by both USPC and BURT...along with Dr Allan Myers, Robert Eisenstadt and John Benedict who so happen to believe that a C&S is a clay composition chip with a litho inlay..typical of what the manufacturer tells us it is one page 31.
A Crest & Seal: A design which may be initial, monogram or any private work that is PRINTED on a white opaque material and LAMINATED with a thin layer of transparent material that protects the PRINTING (litho) from wear. The chips are known in both square and round edge.
