I think you know the answer to your own question Tom ... but just as a personal opinion; at the risk of being subjected to conflicting opinion(s) by those who just want to be controversial ... allow me to offer the following observation(s).
Website prices tend to be a retail price outlet for items that are being held in inventory for longer periods of time (years); ... and ebay (in my opinion) tends to generally be a dumping ground for people who want to immediately dispose of items for whatever price they can get for them.
Some folks can't stand to have an extra chip or silver strike in their duplicate inventory, so they would rather sell it on ebay and apply the price realized towards the purchase of another chip or strike to add to their collection.
Retail sellers on the other hand sometimes can't depend upon replacing some items in inventory at lower prices so they maintain their established retail price. Also, a retail seller sometimes feels an obligation that they have to protect his/her customers who may have paid "X" for a particular item ... and would lose credibility with valued customers if he/she began discounting their retail price for the sake of making a quick sale at a lower price.
Additionally, many retail sellers (myself included) have found ebay to be an excellent source to purchase chips and tokens on ebay at bargain prices for re-sale on their websites at higher retail prices. If folks can't wait for a particular chip to be offered on ebay at discounted prices, then they sometimes resort to purchasing their wants from a retail seller's outlet ... such as mail-order websites and/or dealer tables at commercially sponsored chip shows and club conventions. There are not too many brick & mortar retail stores around that sell casino chips and/or tokens at retail.
Lastly, there are LOTS of chip and token collectors who are not on line ... or if they are on-line are simply too busy with work or their profession and/or family and don't have the time or inclination to closely follow ebay offerings with any regularity. Many of these private collectors depend upon retail outlets for their chip purchases and are more than willing to pay the price. Most retail chip dealers have customers who have placed want lists with the dealer to purchase specific chips and tokens for them. Where does the dealer get some of these items to satisfy their customer's wants? Many times, it's on ebay of course!
