You know, there are ways to send in envelopes like that. Takes just a little effort/time to put them in individual little "baggies" and tape them to cardboard. Whole thing then put within cover letter.
At the Post Office, they'll hand cancel it (to prevent envelope jamming and tearing in machine canceller). Is "canceller" a word? Sounds like it should be followed by "Konrad Adenaur" or "Helmut Kole" or whoever the big banana is now.
All of this does take a bit of work and time, but Hell, the guy probably charges for postage and HANDLING, which should include shipping preparation. Throwing 3 loose chips in an addressed #10 envelope (someone's business envelope, at that) indicates that the only cost to the sender is the price of postage.
Just a wee bit o' ol' fashioned elbow greese.
