Given the Congress' inability to do much of anything right, I suspect you might feel they couldn't end up getting legislation that would permit treaties with countries such as Great Britian that now provides off shore on line betting; figuring out how to regulate it and then how to tax the US citizens that play it? You may be right that Congress and out beloved President would be totally unable to figure out how to do it...instead they would ask you and you would recommend me and I would do it. Peace.
