There was actually 2 big lots of the Shoe chips.
The ones from the Shoe vault in the basement when Harrah's bought out the shoe.
AND.
A very large lot of what was described as "rare" Shoe chips turned up in Colorado during the Teddy Binion murder investigation. If I remember right it was a couple million in face value.
Again if I remember right the guy clained Teddy gave them to him because he owed him $.
That may not be exactly right but I'm sure the newspaper stories are available on line somewhere.
