I don't know what the HPA has to do with slabs either.
The Hobby Protection Act has to do with marking reproductions and copies. One of the basic requirements with slabs (love 'em or hate 'em) is that the prime consideration is that chips or coins being slabbed must be authenticated as to being genuine first. Having passed that basic test there would be no concern of HPA in my layman's opinion.
