In a roundabout way you (and others) have asked the same question about 'policy' on a number of occasions.
The current board of directors was elected on a 'slabfree' mandate. Thus everyone voting for them knew their stance on slabbing and their wish to ban it from the convention floor before they cast their votes.
Irrespective of the fact the elected board can impose whatever rules they deem necessary for the good of the club (subject to constitution & byelaws) and I am 100% behind them in that, a vote on any slabbing issue was clearly not necessary.
