In the county where I live it is already illegal to smoke in 99% of all bars. Those bars that have a smoke filtering/air purifying machine can apply for a permit to allow smoking in certain areas, although VERY few permits are actually granted. It is a proven fact that smoking bans have hurt the business of bars in this area, and even caused some to close permanantly. Lets face it, if you are a smoker in Upstate NY you don't want to be forced into the winter cold just to smoke between beers
