I would guess that this is another of the Iowa "River Boat" style casinos with water in the basement to float the building to make it a "boat" like the Diamond Jo, Worth.
If anyone is going to pay the Wild Rose a visit I need a couple of TITOs so I can list them in the TITO catalog.
