The "c" means that the chips are from around 1984 (circa 1984)

Moundhouse is an area near Carson City. It's debated whether the chips were actually used in a casino. Rick's apparently was a house-of-ill-repute that intended to install table games. I think it's against Nevada gaming regs for prostitution and gambling on the same property.

Someone will correct me if I'm wrong...but that's my understanding of the Rick's chips!
