They also have a time limit on negative feedback. That really sucks. I had a transaction where the chip arrived damaged and the seller refused to replace it saying it was the fault of the post office not his. When I went to post the negative feedback, I got a message saying the transaction was too old to post negative feedback. Unfortunately I think that encourages people to post a negative quickly instead of trying to work out the problem.
What is misleading is that this guy has a 461 positive rating. It doesn't show his true character. When the transaction goes smooth he gets a positive, but the few times when something happens to the item during transit and he is unwilling to make good on the deal, the few negatives he gets don't really hurt him.
