I was trying to be funny Dave. The joke may be on me, but I think this is just a cancelled HCE blank. His "flower" design is just a hot stamp cancellation to keep the chip from being used for counterfeiting. Those edge spots also look a little too good to be painted, probably normal inserts. I think the guy just didn't learn much about chips during his 25 years in the hobby.
