Thanks for the insight into the manufacturing process. I had seen some chips similar, but upon further inspection noticed hints of some texture here and there, but not all over like normal. I am glad to learn what causes it.

That said, I assume that if one were to notice a bunch of new chips at at casino and after inspecting them found them all to be with smooth inlay while the other had a textured inlay, it would be safe to assume that they were done that way on purpose.
