There are several issues involved here, including whether States may regulate the internet. Many legal experts question the ability of individual states to regulate the internet. If it is determined to be governed by, and allowed by, international trade treaties, then any related state laws are subjugated to the federal law anyway (trade treaties are considered federal law).

Are you aware of any examples of Nevada enforcing that statute? I am not.
