I was going to say the same thing as Gene on the name. Only one card says James, the rest say J., which I should have made clear in my post because the check and arrest are for Joseph Barnett.
He would have worked with the Heights crew a long time to be a trusted employee of stature at the Owl Club, so he may have been arrested pertaining to a gambling offense elsewhere in Cal City in 1945, but helping manage the Owl in 1954. Of course, he could have been for years (maybe even before he worked at the Owl?) the drop for the chip shipments because he lived at the Jerome across the border.
