Looking in the Campiglia/Wells book...
...there's a listing for two Flamingo roulette chips with a similar inlay, and it's noted: (Above two do not have a number - just Flamingo Hotel and 6 stars.) Notice it says "Hotel" not "Club", other than that the inlay looks the same. There's a listing for a lavender one and a Navy one, each is listed as "Unique" and books for $1750-$3500, depending on condition.
...there's a picture of, and a listing for, the Pioneer roulette chip in red, 1st issue, listed as "Unique" and valued at $1250-$2500, depending on condition.
There's no mention in either listing about Flamingo and Pioneer being on the same chip.
Interesting that they've got the Pioneer as a 1st issue, it opened in 1942. They've got the similar Flamingo as a 3rd issue...and the Flamingo didn't open 'til December, 1946 (for a short time, then closed and re-opened in 1947).
Hope this helps.
