Brian; If you will notice... the edge inserts are different between sets issued at St. Louis vs. edge inserts issued at Kansas City, vs. sets issued at Tunica. I would imagine that each property has a different idea on how many chips to order depending upon past experiences. Have NO CLUE why Harrah's Atlantic City did not issue a set. Did all the properties that issued them have the colorful cardboard holders as well?? They are generic and could be used for any Harrah's set from various geographical locations.
