Though I never had that happen with any COD package, I do cover myself if it should and use the following precaution:
Since most of my chip purchases are from John Q. Public... (which could be any rip-off artist), I simply tell them to pack the chips well, bring them to the Post Office, and tell them to tell the clerk that John Benedict will pay all expenses. When I receive the package there is a notation on the label as to how payment was "requested" by the sender: cash of check. Cash means you pay the PO an additional 85¢ for the money order in paying the COD amount. The "request" method of payment made by the sender is just that...a request and nothing more. I simply write a check for the total and I'm out the door. If I should find anything other than what was agreed...I stop payment on the check. COD is the only way to go when you're dealing with a total stranger.
