... about charging 85 cents for insurance and not providing postal insurance. If the auction description either stated or implied that it would be postal insurance (the 85 cent charge alone is probably enough to provide the implication), failure to provide it after accepting payment could be called mail fraud. It would be safe to follow this procedure only if it is made explicitly clear that you are self-insuring and doing so by agreeing to provide a replacement chip if the original is lost.
