David; Garage sales and yard sales items are usually priced by the seller. If one pays the price a yard/garage sale seller is asking, I don't see how anyone was deceived. On ebay, the sellers are touting the chips they are selling as "rare" when they know full well they are not even uncommon.
I just received an email from a bb reader who said that he had a $300 reserve on an ebay item he had for sale and would have been happy with getting his reserve. However, the item went for over $3000 (not a chip). What was he supposed to do, refund the difference? Evidently the bidder(s) knew what they were after and the seller did not know what he had. This is not true concerning common chips being offered on ebay being represented as "rare" that the seller knows full well are not.
