Charlie; I'm not confused by rarity vs. value at all. Your example of the Playboy chips is probably right on the money and I don't disagree with your analogy. However, are you then saying that the Playboy $1 chips are rare? Do you think ebay sellers are being honest with themselves by offering $1 Playboy chips as being "rare"?
