facility (a small building on the East side of the freeway) the temporary location of the casino while they built the facility at Wild Horse Pass (on the West side if the freeway)? Then, after Wild Horse Pass opened, they closed this small place fir a few years and have no re-opened it?

At least this is my perception from driving past the two places over the years. Can you confirm the history?
