Just found what I believe to be the final story on the Camp 49 chips. Duringa the PPIE or Panama Pacific International Exposition of 1915 an area of the exhibition called the Zone was set up with a Carney amusement park type of atmosphere, different from the tonier elements of the expo. One exhibit was called Camp 49, purportedly a replica of a '49er's mining camp. They got into trouble at this exhibit by issuing their own script "and other gambling devices" and engaged in what the investigators called "the stench of gambling" before they were busted. In my opinion this was where the camp 49 crest and seal chips were used.
