That makes sense. I was confused about whether a chip could be turned down by gaming after the time the artwork is approved, and the the notched sample is submitted.
I do know that Colorado gaming turned down the Silver Hawk $1 chip when the casino reopened four years after closing, the exact same chip that was approved for use when they opened the first time. They said the chips weren't predominately white enough to meet their standards the second time.
I don't know of any Colorado casino that has refused to cash chips that were won on their own tables or bought at the cage (see Binion's), so I guess there are quirk's to Gaming regs just about everywhere that can affect collectors.
