I wanted to read the issue (try to learn), can't find it, talked to three buddies (an asst US Atty, a tax lawyer, and a guy who clerked for the Judge who taught our tax class), none of them ever heard of it.

Not too surprising, not a lot of satelites in Illinois :-). But to be generally applicable, it would have to be codified somewhere. I must be looking in the wrong place.
