I checked a couple of sources and found the following info. Fred Browning did indeed own the Top of the Hill Terrace in Arlington, Texas. He bought the place (then a tea house) in 1921 and sold it in 1951 because of police hassling and poor health (he died in 1953).
I have not found any source for Scarbough would purchased the "RIS" chips.
