What is rare is not definable to every person in specific terms. Some things that were made in a limited issue of 10,000 could be seen as rare when compared to other similar things where millions were made.
I have one chip that I consider rare in that 5 are known to exist. I have another one that I consider rare in that the where abouts of 15-20 are known with one hundred originally made. Of the latter chip, I sold 11 of them to people who I consider true chip collectors for $15 each. That bombs the theory of rare chips sold for less than $100 are never rare.
I'd apply a different term to chips that there are only known to exist in single digit numbers. I'd call them impossible, or nearly impossible.
