I just checked with the Herz USPC Chip book and my set of photos of the actual USPC sample books, and I found the chips were made by USPC and shipped/sold, in 1935, to B C Wills and Co, Detroit, Michigan, the large gambling supply house, which distributed chips snd equipment to clubs throughout the U.S. (I would have had this info for you earlier, but I didn't notice the entry at first. Herz put the entry on the last page of his book instead of under the number or "TEN-F").
There are 4 different chips in all in the USPC records.
