The reason it can't work is the line "we are from the government, and we are here to help." Clearly everyone knows trhat when the government shows up, help is the last thing on their minds.

YOu need to get out, ask if anybody witnessed the 'incident', then tell the 'witnesses' to stand by truck so you can get their statements.
