Not sure exactly what you are trying to do, but I think all versions of Photoshop allow you to take images from two files and make them into a single image that you then save to a new file.
I do it in Photoshop 5.0 LE by opening both files, selecting one and using the Image "Canvas Size" option to make the canvas large enough to hold both images. Then drag the second image into the blank space on the larger canvas you created. Position it properly with the Move Tool. Then use the Layer "Flatten Image" option to merge the two layers into one. Finally, save the new image to a new file name as a .jpg (or whatever you prefer).
