The Silks was a discoteque in Emeryville, Ca, on the San Francisco Bay. It never had gambling, but for some reason issued these "chips"! It was well outside the area of Emeryville zoned for cardrooms. The "Silks" refers to jockey silks, as Emeryville originally had a racetrack, until l911
