What if the chip was ONLY EVER issued in such a holder?

If it was never a chip actually used in the casino wouldn't it then be a fantasy chip? The chip that was made as a Dunes keychain probably falls under this category since it was never actually used for wagering in the casino but it's listed in TCR #10 as N6164.
