The governemnt has little to do with day-to-day enforcement of minor issues, and in fact I have never seen a government inspector in a gaming facility other than around the chip cages and cash. They may have been in and out.
The purpose of those rules was to establish some baselines for how the games are played.
The reason my story ended up here was in response to the bad dealer question - but my story went to the overall discussion of dealers, house, management and players.
As I said, I think your solution on the side vs main was probably most correct.
The one reason I have looked at the regs was to ensure I understood what was house rules and what was regulations so I could be informed and give myself the most information possible.
