I think that there are:
Casino chips - which includes a vast array of chips including table games, poker and roulette. I would define them as having been designed for use in a casino operation. In some areas (like mine) poker and table games must have different chips - so they would be in that list. You could include NCV, WIN and other no-value chips in this list if they were issued by a casino.
Home Chips - also includes a vast array of styles and varieties with and without denominations that are desinged for use outside of casinos. This includes the fantasy chips.
As a relatively new collector this is my perspective. I agree that there should be a seperate category as I have bought "casino" chips that never were.
The only connundrum that I have is how do you differentiate the illegal casino from the legal casino. I wanted to say that "casino" chips are from legal casinos, but that doesn't fit either. Illegal gaming houses had chips used for gaming and aren't home chips.
Oh, and while I think of it - brothel chips. Some were used for gaming and some for advertising.
